Separate sealed bids for construction of the Stillwater River Road Rock Slope Repair Project will be received by Shannon & Wilson, Inc., 1321 Bannock Street, Suite 200, Denver, Colorado 80204 until 5:00 PM on March 28, 2018. Bids will be opened at 9:00 AM on March 29, 2018.

Prospective contractors can assume notice-to proceed by April 30, 2018. The project generally includes, but is not limited to, the following:
• Drilling weep holes at selected locations on the slope
• Installing rock bolts at selected locations on the slope,
• Installing TECCO mesh, SPIDER net, and Tensar Biaxial Geogrid at selected locations on the slope, and
• Removing, hauling, and disposing of debris generated by the rockfall mitigation activities. Construction activities for this project must be completed and approved by the Owner by June 30, 2018. There will be a Pre-Bid Conference at the project site, which is located approximately 12 miles west of Absarokee, MT on the Stillwater River Road at 9:00 AM on March 21, 2018. Prospective Bidders are required to attend.

Questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing. (Transmission of questions by electronic mail is acceptable.) The deadline for submitting questions is 5:00PM on March 26, 2018. Questions received after the deadline may not be answered.

Each Bidder must submit with the Bid written evidence, including references, of previous slope stability improvement experience along transportation corridors utilizing similar methods to those described in the Drawings and Specifications (drilling weep holes on a high-angle slope and installing rockfall mitigation measures). Successful completion of three similar projects in the previous five years shall be considered acceptable evidence of the Bidder’s qualifications.

Each Bid must contain evidence of Bidder’s qualifications (including subcontractors) to do business in the State of Montana or covenant to obtain such qualification prior to award of the Contract. Contractor and any of the Contractor’s Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Montana Prevailing Wage Rates. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bid envelopes shall be clearly marked, “Stillwater River Road Rock Slope Repair Project Bid.” Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to Stillwater County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids may only be withdrawn as provided in Article 16.02 of the Instructions to Bidders after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed thirty (30) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.
